Old Dominion University students have voiced their displeasure
regarding inadequate parking spaces and the expensive cost of parking passes.
Student commuters attending classes between 10am-2pm are forced the pay metered
parking in addition to their already purchased parking permits due to lack of
parking spaces.
Building new
parking garages, or reconstructing the parking permit system would utilize the
vacant football stadium space to provide sufficient parking.
Furthermore, the traffic flow along Hampton Boulevard and the surrounding
vicinity of ODU campus should reveal a significant improvement by alleviating
students waiting and encircling the garages for an available parking space.
Funding for the restructuring project will be in part
acquired from revenue of metered and parking permits of students, staff, and
faculty.
Information was obtained from a meeting with ODU Parking and
Transportation services detailing a Five Year Strategic plan implemented in
2010, regarding the financial and restructuring project of the parking lots and
garages. A survey taken of students, staff, and faculty suggest the plan
addresses the parking situation of non full-time students demand for increase
in hourly parking spaces and an increase in garage space for staff and faculty.
The addition of hourly parking would create limited parking
for permit holders, therefore utilizing the vacant football stadium to create
more spaces is deemed logical and efficient for ODU.

Estimated Cost to Make Proposed Changes
- This is assuming a five-story construction with each story measuring in at ten feet in height. Such a building would run at an average of $8.56 million to complete. ( http://www.fixr.com/costs/build-parking-garage)
- Add a 25 dollar fee to the tuition bill per semester to help pay for these changes. (23,000 students * 25 dollars = 575,000 dollars per semester)
- This would take approximately 15 semesters if this was the only source of income, not including interest.
- Increase Parking permit cost by 10 dollars. (10,556 permit holders * 10 dollars = 105,560 dollars per semester)
- In addition to the extra tuition charge, this would take 13 semesters to fully pay the cost of a garage.
- Take out a loan to build it and pay it off with the extra tuition fees.
